Allow Trust Line Locking (XLS-85 Token Escrow)

This setting is for issuers. Allows tokens issued by issuer's account to be held in escrow. In other words, if you are the issuer of tokens, once you enable this flag, holders of your token will be able to lock your issued token in their escrow.
